Nora was built for a web without cookies. It counts every visit, and knows when someone comes back, without leaving anything on their device that could identify them. How it does that is our own technology. What it never does is follow anyone.
Nora sets no cookies, so it adds nothing to your cookie banner. Other tools on your site may still set their own.
Every page view gets four tests: a signature check, the name a browser gives, how it behaves, and signs of a machine. Signed and named agents are certain, and every agent shows which test caught it.
